Search Engine Optimization must be a part of the job description of anyone charged with Search Engine Optimization responsibilities. Search Engine Optimization goals should be included the setting of quarterly or annual goals and performance reviews must reflect achieving those goals.
Because the impact on the business of failing to find time for Search Engine Optimization tasks is less obvious in the short run than again for example Order Entry or Shipping, people sometimes tend to put them on the back burner.
